any video editing software. add a text to the video, then convert it to a gif. this is what I did once.

1,Open the TunesKit Acemovi
2,Put the GIF on the timelines
3,Drag the text above the GIF track.
4,Export the GIF.

You can easily add text in gif images by using veed.io online tool. It's amazing.. must try
