I absolutely agree that VPN is better. Though it depends on the purpose. If you just want to have access to a site that is blocked for your country residents, tor browser might be enough. But if you worry about your data, work online, buy/sell cryptocurrencies, etc., in my opinion, using VPN is much safer.
